Reverse Logistics

With the changes of the National Solid Waste Policy will come into force this year , many companies in different sectors of the industry will have to implement mechanisms to manage the waste generated by their production lines . Among the concepts introduced in our environmental legislation by PNRS are the shared responsibility for product life cycle , reverse logistics and the sectoral agreement .

According to Law No. 12.305 , of August 2, 2010 regulated by Decree No. 7,404 of December 23, 2010 . Establishing the PNRS , shared responsibility for the lifecycle of the product is the ” nested set of individualized and assignments of manufacturers, importers , distributors and retailers , consumers and members of the public urban sanitation and solid waste management , to minimize the volume of solid waste and waste generated as well as to reduce the impacts to human health and environmental quality of the resulting product life cycle , under this Act “

A logística reversa é “instrumento de desenvolvimento econômico e social caracterizado por um conjunto de ações, procedimentos e meios destinados a viabilizar a coleta e a restituição dos resíduos sólidos ao setor empresarial, para reaproveitamento, em seu ciclo ou em outros ciclos produtivos, ou outra destinação.

Reverse logistics is ” instrument characterized by a set of actions , procedures and means economic and social development programs to enable the collection and recovery of the business sector solid waste for reuse in your cycle or other production cycles , or other disposition .

” Law No. 12.305/2010 devoted special attention to reverse logistics and defined three different tools that could be used for your deployment : Regulation , sectoral agreement and term sheet .

Sectoral agreement is an “act of nature contract signed between the government and manufacturers , importers , distributors or dealers , with a view to implementation of shared responsibility for the lifecycle of the product . ”

The Federal Government installed , on February 17, 2011 , the Steering Committee for Implementation of Reverse Logistics Systems .

The committee members are the Ministries of Environment, Health , Finance , Agriculture , Livestock and Supply and Development , Industry and Foreign Trade and aims to set the standards for the return of waste with potential economic value that can come to be recycled or reused to the industry.

The Technical Advisory Group (TAG ) , is responsible for advising for the instruction of the matters deliberated upon by the Steering Committee , which established five Technical Thematic Groups that discuss the Reverse Logistics for five strings that are : disposal of medicines, general packaging , packaging lubricating oils and residues , fluorescent lamps , sodium vapor and mercury and mixed lighting , and electronics .

The objective is to develop proposals deses groups of mechanisms for Reverse Logistics and subsidies to the notice of call for Sectorial Agreement .
