Collectors of recyclable materials, and social inclusion.

Waste pickers , have been for years contributing to the promotion of recycling in Brazil , but their activities are little known and little appreciated, although they are badly needed for the cycle and reuse processing of MSW.
These workers are responsible for much of the separation of MSW with the possibility of being reinstated to the production cycle , making public spending on the cleaning system is effectively reduced, but even today , they remain outside of the development of this segment , limited social subsistence.

This reality is gradually being transformed. Since January 2007, according to Law No. 11,445, is no longer necessary to carry out tenders for associations formed exclusively by individuals of low income recognized by the government as waste pickers cooperatives.

According to the Ministry of Environment was established with IPEA a partnership for the development of the Program of Payment for Environmental Urban Services , which deals primarily in the services provided by waste pickers focused on recycling , with the aim of developing methodologies for valuation of environmental services provided by recycling , as support for the formulation of public policies and reduce the volatility of prices of recyclable materials , with social power to the scavengers.

There is also the Interministerial Committee for Inclusion of Collectors, coordinated by the General Secretariat of the Presidency establishing the “Programa Pro-Catador”, which aims to articulate Federal Government actions aimed at allowance productive scavengers , improvements in working conditions , and increased of opportunities for social and economic inclsão these workers , which also contributed to the cultural expansion of selective collection , extremely important , due to changes brought about by the implementation of PNRS .
